This folder contains telegrams regarding a GATT (General Agreements on Tariffs and Trade) Ministerial meeting in Geneva, Switzerland attended by Christian Herter, United States Special Representative for Trade Negotiations, and France’s position on trade and tariff negotiations. Of note is a telegram from President John F. Kennedy to Herter containing instructions and a draft paper for the GATT Ministerial meeting.
