Folder Description
This folder contains memoranda to President John F. Kennedy from Walt Rostow, Deputy Special Assistant to the President for National Security Affairs, regarding economic discussions with President of Sudan Ibrahim Abboud, and a luncheon with Eugene Black, President of the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA). Also included in this folder is a draft memorandum by Rostow titled, “Neutralism and Foreign Aid: Or Belgrade Revisited.”
