Sound recording of President John F. Kennedy’s remarks in the White House Flower Garden to officers of the State Governors’ Committees on the Employment of the Handicapped. In his speech President Kennedy commends his audience for their efforts to improve hiring practices concerning the physically and mentally handicapped, and discusses the need for additional improvements on both the state and federal level.
