This folder contains material pertaining to a request for comments from the Council of Economic Advisers on a Department of Commerce draft bill to provide modernized general cargo and dry bulk merchant ships for those segments of the United States merchant marine which are not paid operating-differential subsidy, and for national defense. The legislation was known as the Merchant Ship Modernization Act of 1962.
