Belk regarding the proposed National Academy of Foreign Affairs for continuing education and training in the areas of national security and foreign affairs. Also included is a letter to Senator J.W. Fulbright, Chairman of the Senate Committee on Foreign Relations, from Dean Acheson, adviser to President Kennedy and former Secretary of State, discussing the proposed Academy. The materials relate to National Security Action Memoranda number 131 (NSAM 131) titled, “Training Objectives for Counter-Insurgency.”
