Kennedy and an unidentified man (probably Assistant Secretary of State for Congressional Relations Frederick G. Dutton). They discuss putting together a congressional delegation for an unidentified occasion, probably the signing of the treaty banning atmospheric nuclear weapons tests, later known as the Partial Test Ban Treaty (PTBT) or the Limited Test Ban Treaty (LTBT).Transcript included.
