This file contains memoranda between Secretary of State Dean Rusk and President John F. Kennedy regarding the establishment of United States Government radio stations near foreign embassies and abroad for the Union of Soviet Socialist Republics (also known as the Soviet Union), Guinea, Iran, and Israel. Also included is the final report of the Subcommittee on Communications and a draft NSAM titled, “Establishment of the National Communications System.” The materials relate to National Security Action Memoranda number 201 (NSAM 201) titled, “Establishment of Subcommittee on Communications.”

This folder contains a copy of National Security Action Memoranda number 61 (NSAM 61) titled, “An Effective Countertheme to ‘Peaceful Coexistence’,” to Secretary of State Dean Rusk and Director of the United States Information Agency (USIA) Edward R. Murrow from McGeorge Bundy, Special Assistant to the President for National Security Affairs. Also included in this folder are memoranda by Secretary Rusk, Director Murrow, and Special Assistant to the President Arthur Schlesinger, discussing the Soviet Union propaganda phrase “peaceful coexistence,” and offering proposed alternatives.

Topics include the foreign student program, Berlin, the foreign trade program, and NATO (North Atlantic Treaty Organization). Of note are materials relating to a proposed study by Representative Porter Hardy of the Department of State's personnel policies, practices, and procedures. Also included in this folder is a memorandum from the President to Secretary of State Dean Rusk regarding upcoming negotiations on Berlin.
