Topics include United States policies in Europe; relations between France and the Soviet Union; French President Charles de Gaulle and resistance to Great Britain’s entry into the Common Market (also known as the European Economic Community); and a cost estimate of the U.S. partnership with Europe in the areas of military expenditures, foreign aid, and trade. Also included in this folder are memoranda by the Central Intelligence Agency (CIA) titled, “Franco-Soviet Discussions and Negotiations,” and United States Information Agency (USIA) Research and Reference Service reports titled, “Reactions to European Situation.”

This file contains Central Intelligence Agency (CIA) telegrams and memoranda regarding South Vietnam and the aftermath of a coup d’etat ousting President Ngo Dinh Diem. Topics include inquiry into the deaths of President Diem and Ngo Dinh Nhu, the President's brother and chief advisor; dissension among the leaders of the coup in forming a provisional government; and international reaction to the coup. Also included is a CIA memorandum titled, "Cast of Characters in South Vietnam," providing brief biographies of civilian and military officials, as well as political figures outside the government.
