This file contains Department of State memoranda regarding the "Agreement for Cooperation in the Operation of Atomic Weapons Systems for Mutual Defense Purposes with the Government of France," proposed by the Atomic Energy Commission (AEC) to support and maintain NATO (North Atlantic Treaty Organization) forces. The memoranda include advice to President John F. Kennedy regarding requests made by United States Ambassador to France, James M. Gavin, to supply France with enriched uranium for military purposes.

Materials concern the situation in Berlin, a visit to the United States by Mayor of Berlin Willy Brandt, a meeting between Secretary of State Dean Rusk and German Foreign Minister Heinrich von Brentano, and the U.S. balance of payments and Germany. Also included in this folder is a memorandum to the President from Senator Mike Mansfield advising the President on Berlin.

Kennedy and subsequent postponements. Topics include a schedule for the advance security and planning teams; suggested itineraries for President Kennedy; staff designations for coordination between the White House and Brazil; and the form of scope, talking, position, and background papers in preparation for the President’s trip. Also included in this folder is a press release of an exchange of letters between President Kennedy and President of Brazil João Goulart regarding the postponement of the November 1962 trip due to the Cuban Missile Crisis.

Also included in this folder is a draft statement announcing the postponement and a memorandum to President Kennedy from White House Press Secretary Pierre Salinger regarding Salinger’s trip to Brazil and meeting with President Goulart.
