In his speeches the Senator discusses the failure of President Dwight D. Eisenhower’s Administration regarding natural resources and conservation programs, the coal industry in West Virginia, and developing the state’s natural resources as a way to strengthen the economy by creating new industries, such as tourism.

This folder contains a speech titled, “A New Program for Coal,” given by Senator John F. Kennedy in Fairmont, West Virginia. In his speech Senator Kennedy discusses the decline of employment in the coal industry and resulting poverty, particularly in West Virginia. He goes on to propose a new coal program containing four central points: the establishment of a national fuels policy; research and development for new uses of coal; the building of new steam plants to convert coal into electricity; and encouraging long-term industrial development in West Virginia.
