Also included in this folder are letters from Premier Khrushchev to President Dwight D. Eisenhower and John J. McCloy, Advisor to President Kennedy on Disarmament. This folder contains some Russian-language material.

This folder contains memoranda regarding Cuba including the United States-backed invasion near the Bay of Pigs, Cuba’s standing with the OAS (Organization of American States), U.S. policy towards Cuba, and the administration of Cuban Prime Minister Fidel Castro and plans for his removal from office. Also included in this folder is a memorandum to the President from Special Assistant Arthur M. Schlesinger titled, “Cuba: Political, Diplomatic and Economic Problems,” discussing operational planning for the Bay of Pigs invasion and relations between Cuba and the Soviet Union.

Materials include excerpts of news conferences, speeches, and television interviews given by President John F. Kennedy regarding United States policy towards Cuba, the Bay of Pigs incident, the Soviet Union presence in Cuba, and U.S. military intelligence. Also included in this folder is a press release of President Kennedy’s remarks at the annual convention of the American Society of Newspaper Editors, as well as a transcript of the question and answer period following the President's speech.

This folder contains a copy of National Security Action Memoranda number 38 (NSAM 38) titled, “Questions Arising from CIA Support of Certain Activities,” to Director of the Bureau of the Budget David Bell from McGeorge Bundy, Special Assistant to the President for National Security Affairs. Of note is a memorandum from Bundy to Secretary of State Dean Rusk, Secretary of Defense Robert S. McNamara, and Director of Central Intelligence and the Central Intelligence Agency (CIA) Allen W. Dulles regarding the use of United States armed forces and paramilitary support in a Cuban invasion (later known as the Bay of Pigs Invasion).
