This folder contains memoranda regarding the trade agreements program. Topics include the liberalization of trade policy, a proposal by Secretary of Commerce Luther Hodges to shift leadership of foreign trade policy from the Department of State to the Department of Commerce, and extending most-favored-nation status to Poland and Yugoslavia. Of note are memoranda from 1957 concerning recognition of Poland as a most-favored-nation. Also included in this folder are a Foreign Commerce Study on the State Department’s role in the Reciprocal Trade Agreements Program and Executive Orders 10082, Prescribing Procedures for the Administration of the Reciprocal Trade-agreements Program, and 10741, Establishing the Trade Policy Committee.
