Materials mainly consist of Cater's views on domestic and foreign affairs, clippings, and letters of a personal nature. Of note is a copy of a report from Cater to Secretary of State Dean Rusk containing recommendations on how to better coordinate governmental activities in the use of propaganda as political warfare.
