Materials include a proclamation of a trade embargo levied against Cuba, talking points for the situation in Cuba and a review of United States policy, and a statement by President Kennedy titled, “Soviet Military Shipments to Cuba.” Also included in this folder is a memorandum outlining possible courses of action for the United States to take regarding the Soviet military build-up in Cuba.

Kennedy's secretary, Evelyn Lincoln, for the President's News Conference of February 7, 1963 (News Conference 48). Materials primarily consist of department and agency reports, memorandums, and briefing papers for the President on domestic and foreign affairs and national security. Topics include Cuba, the economy, taxes, disarmament, and exports. Also included is a copy of a telegram sent by TASS (Telegraph Agency of the Soviet Union) regarding U.S. Congressional concern over the size of the Soviet military build-up in Cuba.
