In preparation for President Kennedy’s prospective meeting with Harold Wilson, they discuss international military arrangements, a nuclear test ban, and trade. This folder consists of correspondence between the office of President John F. Kennedy's secretary, Evelyn Lincoln, and advisor and Colombia University Professor Richard E. Neustadt. Materials mainly represent both official and personal matters, including material sent to then Senator Kennedy. Items include Neustadt's memorandum on "Organizing the Transition: A Tentative Checklist for the Weeks between Election and Inaugural" and his address on "Approaches to Staffing the Presidency: Notes on FDR and JFK." Of note is a report by Mr. Neustadt to President Kennedy titled, "Skybolt and Nassau: American Policy-Making and Anglo-American Relations." The report was given to First Lady Jacqueline Kennedy by the President shortly before the November 1963 trip to Texas.
