This folder contains correspondence between Walter W. Heller and Chester Bowles, who first served during this period as Under Secretary of State, then as the President's Special Representative on African, Asian, and Latin American Affairs, and finally as U.S. Ambassador to India. Enclosures include reprints of various articles by Bowles; a speech by Bowles titled "Emancipation: The Record and the Challenge" (15 February 1963); and a memorandum from Bernard E. Loshbaugh, director of ACTION-Housing in Philadelphia, on accelerating the economy through urban development.
