Items in the file include a speech by James W. Knowles titled "The Crucial Years"; a memorandum from the Subcommittee on Economic Stabilization, Automation, and Energy Resources titled "Policy Aspects of Fluctuations in Business Inventories During the Post-War Period"; testimony by Ben William Lewis; a statement on taxation of foreign earnings; and data on manufacturers' shipments of mobile homes (1952-1960).

The most frequent correspondents are Walter S. Salant and Robert D. Calkins. The file includes two issues of The Brookings Bulletin (vol. 1, no. 3, Fall 1962; vol. 1, no. 1, Spring 1962); Brookings Research Report No. 7, "Effects of Fiscal Policy in the Postwar Recessions"; several summary reports on studies undertaken by the Brookings National Committee on Government Finance; a paper by Harvey E. Brazar titled "Some Fiscal Implications of Metropolitanism"; and a paper by Alice M. Rivlin titled "Research in the Economics of Higher Education: Progress and Problems." There are also two subfolders, one for the Brookings Tax Committee and the other for a meeting of the Advisory Committee of the Studies of Government Finance, of which Heller was a member.

The material is filed roughly in reverse chronological order according to the date of the carbon copy reply. Items include two speeches by Walter W. Heller titled "The Tax Program and Business Investment" (18 February 1963) and "Taxes, Investment, and the Economy" (8 March 1963); a memorandum by Charles A. Weil in opposition to the President's tax message; a memorandum on the civil service in France by Michael M. White; a memorandum on financing of leased equipment by W. S. Whitehead; an article by Walter W. Heller titled "Appraisal of the Administration's Tax Policy," reprinted from National Tax Journal; and another article by Heller titled "CED's Stabilizing Budget Policy After Ten Years." Note that this file contains some misfiled correspondence from 1962.

Both Walter W. Heller and Kermit Gordon of the Council of Economic Advisers were involved with the Advisory Committee. Types of material in this file include correspondence, memoranda, reports, papers, statements, press releases, charts, and news clippings. There is a copy of the published proceedings of a Conference on Fiscal and Monetary Policy sponsored by the Advisory Committee (November 1962), and data on employment from the Department of Labor (March 1961). Topics include pensions, railroads, taxes, collective bargaining, and economic recovery.

Items include the final press release of the speech and accompanying tables, a transcript of a press briefing held by Treasury Secretary Douglas Dillon, a draft of the message by Theodore Sorensen bearing many handwritten edits, and an earlier draft by the Treasury Department.
