Topics include a nuclear weapons policy proposal of unilateral action, resumption of nuclear weapons testing, United States relations with the Soviet Union and Germany, the effect of alliances and pact commitments on U.S. foreign policy, and policy proposals for the U.S. ACDA (Arms Control and Disarmament Agency). Also included in this folder is a memorandum to Democratic members of congress titled, “A New Liberalism in the Democratic Party,” discussing a need to reform liberal policies to reflect the current era.
