They discuss a labor issue involving the United States and Canada and Canadian legislation. Most of Prime Minister Pearson’s remarks are inaudible. Machine noise follows the conversation. Item 27C.2 is a recording of fragmentary exchanges on October 12, 1963, between President John F. Kennedy, Personal Secretary Evelyn Lincoln, and an unidentified man. Most of the recording is unintelligible. This is not a telephone conversation, but rather exchanges recorded when the telephone was left off the hook. Kennedy before the United States Senate regarding construction of the Saint Lawrence Seaway that would connect the Atlantic Ocean to the Great Lakes. In his speech the Senator announces his support of a bill to allow for participation by the U.S. in the project due to economic benefits in the construction, operation, and administration of the Seaway. The Senator also addresses concerns regarding the economic impact of the Saint Lawrence Seaway on the Port of Boston.

Senator Kennedy also addresses trade issues, the present tension between the two countries regarding the construction of the Saint Lawrence Seaway, and the differences between U.S. and Canadian legislative procedures. Of note are copies with notations by the Senator.
