Materials include correspondence regarding a statement made by columnist Walter Winchell on the appointment of Italian-Americans in the Administration, minorities in the United States Navy and Coast Guard Academy, and a memorandum regarding civil rights actions in the Department of Commerce. Of note is a progress report on an earlier report titled “Discrimination and Diplomats” by the Public Affairs unit of the Office of the Chief of Protocol. Also included in this folder are two articles written by the President during his time as a Senator: one titled “Is Your Boy Barred?” for Pageant magazine, July 1954, and the other titled “Take the Academics Out of Politics” for the Saturday Evening Post, June 2, 1956.

Materials in this folder include an inquiry into minority representation in the Coast Guard Academy, a summary of nondiscrimination policies for the Housing and Home Finance Agency, a memorandum containing suggested agenda items for executive action to promote civil rights, memoranda concerning racial discrimination in various United States government departments and agencies, and correspondence concerning discrimination in connection with the conference for the Civil War Centennial Commission. Of note is a carbon copy of outgoing correspondence from Special Assistant to the President Kenneth O’Donnell to Dr. Martin Luther King, Jr. regarding a request by King for a meeting with the President to discuss civil rights.

Also included in this folder is the 40th annual report by the ACLU (American Civil Liberties Union) titled “By the People.”
