Kennedy's secretary, Evelyn Lincoln, concerning President Kennedy's remarks at the inaugural meeting of the Inter-American Economic and Social Council of the Pan American Union. In his speech the President marks the event as a step forward for the Alliance for Progress and Pan American relations, and goes on to announce the allocation of six million dollars to the Organization of American States (OAS).
