Correspondents include Wilbur J. Cohen (Assistant Secretary), Francis Keppel (Commissioner of Education), Anthony J. Celebrezze (Secretary of HEW), and Abraham Ribicoff (Secretary of HEW). The file also contains a revised draft presidential message on health, written jointly by the Council of Economic Advisers and the Bureau of the Budget; a statement by the Consumer Advisory Council concerning the Citizens Committee (Harvey Committee) report on the Food and Drug Administration; an unattributed article for the New Republic on the state of the nation's health; highlights of HEW activities for fiscal year 1961; a paper titled "Indicators of National Developments That Will Affect Future Health, Education, and Welfare Activities" (August 1961); and a draft paper on education and economic growth.

This folder contains material pertaining to a request for comments from the Council of Economic Advisers on a Department of Health, Education, and Welfare draft bill to authorize the Commissioner of Education to assist public and other nonprofit institutions of higher education in financing the construction, rehabilitation, or improvement of needed academic and related facilities, to authorize the Commissioner to award scholarships for study in such institutions, and to authorize additional financing of faculty and student housing and other educational facilities under the college housing program. Another version of the bill authorized a three-year program of Federal financial assistance for public elementary and secondary schools, and amended Public Law 81-815 and Public Law 81-874. The legislation was known as the School Assistance Act of 1961. The file also includes drafts of a presidential message on education.

This folder contains material pertaining to a request for comments from the Council of Economic Advisers on a Department of Health, Education, and Welfare (HEW) draft bill to extend and improve the public assistance and child welfare services programs of the Social Security Act. The legislation was known as the Public Welfare Amendments of 1962. The file also includes another HEW draft bill to improve the quality of elementary and secondary education, called the Improvement of Educational Quality Act of 1962.
