Kennedy’s speech at the 35th annual luncheon banquet for the Association of Former Residents of the Freedmen's Hospital at Howard University in Washington, D.C. In his speech Senator Kennedy encourages political participation and discusses a need for increased medical services. Of note, the drafts contain notations by the Senator.
